Subject: GLDynamicLibraryBundleInfo.shallLinkGlobal(): Defaults to 'true' now,
 allowing to remove specialized values.

- Windows always used global
- The OpenGL library is always available by all processes system wide.
- Tested on OSX (was using local, previously).
