Subject: FixedFuncUtil: Name/Fix getFixedFuncImpl() -> wrapFixedFuncEmul()

Fix wrapFixedFuncEmul():
  - only wrap if ES2 and (!ES1 || force)
  - return same profile if ES1
  - otherwise throw exception
